This? Is Lamuria Nerat. Feel his sexy goodness, guys and girls, because he's girly enough to attract men and sexy enough to attract women. Fear his amazing attraction power. FEAR IT. I think I did a really good job here, with regards to detail as well as general shape. I LOVE his hair. I also like how he's slightly posed. ...he's missing his arms. I was worried arms would ruin the picture with their horridness. If it ain't broke, don't fix it.

He looks almost like Envy from FMA, though that's probably because of the outfit he's wearing lol.
His eyes look a little gloomy, though. Not quite what I'd call "sexy" or "girly" sadly, though small details like eye shape and how closed you draw the eyelids (even the eyebrows above) can not only make the face but the entire character's appearance sometimes.

lol art in general, yes. XD
I tend to get a little more picky about cartoons specifically though because unfortunately you can't use "everyone has a different interpretation" on cartoons. AT ALL. .__.; We're reading their facial expression afterall. That's like saying "lol, you see Ichigo tearing in through the scene screaming at the top of his lungs? Yeah, I think he's actually happy right now--my own interpretation."
XD;;; doesn't work so well. Most other things, yes, it does very well haha. Cartoons are their own category and one of the exceptions.
