Anyway! Here are the rules:

2. Categories with no nominations will be dropped.
3. If there is only one nomination for a category, that nomination wins by default.
4. You may only have one nomination in each category.

Once the two-week nomination period is over (June 4th), all categories with more than one nomination will get their own poll. The winner of the poll wins that category! Simple, no?

Ditziest Villain:Hayatt(Excel Saga, because the protagonists are still the villains. )
Best Villain Costume:Gankutsuou(Gankutsuou)
Best Villainess Costume:Malificent(Sleeping Beauty because...Disney needs love too I suppose.)
Best Civilian-style Costume:Kira(Deathnote, because nothing says harbinger of doom like a kid in dress pants. )
Best Evil Plan:Johan's machinations throughout all of Monster(Monster)
Worst Evil Plan:Team Rocket's belief that getting one Pikachu will make world conquerors...or something(Pokemon)
Best Goth Villain: I-NO(Guilty Gear)
Best Villainess:GLADOS(Portal...well she's kind of a woman.)

So yeah I few of these are from games and that, but I figure what the heck. They were my first choices that I could think of.
